Google still tracks users who turn location data off. To go completely off the grid, Web & App Activity also needs to be disabled. W&AA makes no mention that it tracks users.

I thought this was well known already. I've turned off location before and still could track my location on maps (before an update wouldn't let me proceed with it turned off which I guess should have been a flag for me lol). I can also go to maps on my pc and if my account is logged in I can see my location from my phone, even with location turned off. It def wasn't as accurate as with location on though, so I assumed the cell towers were just triangulating me.

Regardless of the plan emergency responders choose, we have a practice to remove data speed restrictions when contacted in emergency situations.

In this situation, we should have lifted the speed restriction when our customer reached out to us.

We are reviewing the situation and will fix any issues going forward.

This situation has nothing to do with net neutrality or the current proceeding in court.
