Weeaboo is someone who wants to fit into the japanese culture to the point it's an obsession. Basically trying to pick up the language, dressing their fashion, eating their food and candy, trying to mirror their opinions... (some will only date japanese girlfriend/boyfriends, fill their house with only japanese electronics)

Otaku is someone who specifically obsesses over the animation/manga/etc. They spend tons of money on figurines and pillows and other things related to their obsession. Just think obsessive collector for anime shit.

Weeaboos are normally the irritating ones because they will shove their shit in your face. Otakus are typically silently enjoying their business and don't care to make you understand their obsession. It's totally possible for someone to be both of these.
