Ftr that is roughly the number of customers CapitalOne has, so it is probably everything and not just people who applied for cards between 2005 and 2019.

I think the weird thing here is that they announced it instead of just mass reissuing cards the way CitiBank has suspiciously done on multiple occasions.

The story I read said the data was breached but nothing malicious was done with it. Apparently it was a female contractor or ex employee who had backdoor access and took all the data, but then kept it and never got around to doing anything with it.

She used to work for AWS a while ago, but apparently the cloud server where the data was stored (AWS) had an improperly configured firewall that she was able to bypass and execute code on which allowed her access to the credit applications. She then bragged about it on slack and twitter, and posted the dump to her GitHub Account which was then found by someone and reported to Capital One sometime around the 19th.
