The USA today article does mention it's not connected to the guy in charge, so there's that.

Without knowing who distributed them, I'd say it's hard to tell the intent. Maybe a pro-EU group did it to make the pro-russians look bad, maybe the pro-russians did but then disowned it after backlash, maybe some lower level pro-russians did but weren't sanctioned by the leadership.

They aren't "fake" in that they were made to discredit the pro-Russian side. They just are not officially produced by the pro-Russian side.

It does speak to the temperament of the pro-Russian side, and has larger implication than just being discredited as fake.

It wasn't just USA Today that reported on it, it was originally YNET. Also, they did not report that it was an official statement, just that this flyer was indeed being handed out outside of synagogues in Eastern Ukraine.
