I'm not sure if this is known and I'm late to the party or what, but it seems the first hit that lands after Utsusemi is considered the "first hit" of weaponskills, complete with all the bonuses. It appears to be the same for monsters as well.

I dunno, but it definitely gets the fTP. I went around using Striking Flourish -> Shark Bite on Yagudo Herald's in Sauro with two shadows up a while back and got single-hit TP returns that were doing double-triple damage (2 fTP). At the time, I wasn't entirely sure how Striking Flourish worked so I didn't make much of it. In retrospect though, that was pretty good proof.
Also, I'm pretty sure that at least the Attack bonus from Viper Bite applies to all its hits. I kept getting things that seemed clustered around multiples of 70.
So base + function bonus?
It's hard to tell whether it's directly a function of WS hits (so we should search for a formula), or just a design principle. I agree that lower number of hits generally = higher crit rate, but I don't think, for instance, that Keen Edge has the same 100TP crit rate as True Strike.
