Didn't see it mentioned on the wiki so I borrowed a Prolix Ring and did a quick recast test. 59 seconds on Reraise, so 1% recast reduction. Assuming it's 2% Fast Cast, 3% would be unique as far as I know.

EDIT: confirmed 2% with Occultation. Mirke + Prolix = 87 second recast
