Why is this even a Capt. America film at this point? Could have just called it Marvel Civil War. It's basically gonna be Avengers 2.5.

Maybe because it revolves around his recurring theme of freedom and the struggle to defend it from extreme definitions and their constituents.

I'm willing to bet it has something to do with Evans' contract, they prob want to use him in another avengers story line before his contract is up and its also pretty clear they need to go somewhere with the infinity gems/thanos since that has been building since 2011.

Shit they might also be out of reasons to have a cap solo story that could logically leave out all the other heroes.

Well, look at it objectively. At the end of AoU, he's leading a new set of Avengers. If they DIDN'T have them present, you'd have people being like "AMAGAD WHERE R TEH OTHER AVENGARS THEY WERE THERE LOZL". I felt like this was a large part of the reason War Machine was there. They were complaining that he saw no action in the original Avengers, and then they were complaining that he was in 2 (I loved every scene with him in it).

Well in the comics it gets resolved through the cube, so maybe that's why Vision is confirmed for the movie.
