It's a simplification, but I just think of it as idealist vs pragmatist.

Let's put this in perspective. It sounds reasonable that people and governments would want a group as powerful as the Avengers, operating across national lines without regard for jurisdiction, to be regulated.
Then remember that the World Council wanted to nuke New York in the first Avengers and it took SHIELD and the Avengers defying that order to save the city.
Do the Avengers have fallout and casualties? Sure. But is anyone seriously going to argue that the damage would have been worse if it weren't for them? In some cases, we can say the superheroes only prevent fallout that exists because of them (all of the Iron Man movies, Thor, Winter Soldier, Age of Ultron). But there's also external threats that the world would have been helpless against if it weren't for them. Hell, the world as the MCU knows it wouldn't even exist if not for Cap during WW2. And as Cap says, in this situation it really does seem that the safest hands are the Avengers themselves.

let's put this is in perspective, Elizabeth Olsen is so crazy fine she cancels out Scarjo in latex and the swirling Sebastian Stan+Chris Evans hunksicle just can't be matched by Team IronMan with (acloneof) Thor out of the picture
pants tingling sex appeal is Team Cap all the way
Cap would prob vote for Trump so have fun with that guys
Cap is a patriot, Bardy is also a patriot. Bardy supports Drumpf, it's only right that Cap does too.
you telling me the guy called captain AMERICA doesnt want to keep out muslims and build a wall on the mexican border?
pretty tony just wanted a suit of armor around the world. he should be called captain world
Dunno, if going by the comics I don't see how you can be team IM.
Spoiler: show
But dunno if movie is even going off of that.
Team Cap all the way. Tonys smug ass could use multiple (many) beatings.
Ironman's team would be fucking OP if the greedy bastard was willing to give each of his team members one of the hundred suits of armor he has laying around.
Was speaking in general terms. As for you well comic logic kinda kills half ur argument.
It was more than that. The Superhero Registration Act put anyone, who refused to register, in Negative Zone prison. Even the good guys ended up being imprisoned along with actual criminals. Furthermore, the Registration Act allowed for legitimacy of use of super-criminals by the governments under the guise of pardon. Kinda like what Suicide Squad did, except it was fully sanctioned and legal.
I think the New York case is more of a armchair general not knowing what's going on and shouldn't be giving orders scenario. Or simply, they didn't trust the Avengers as much as Fury did.
As for fallout with or without Avengers, I don't think that's the real question. It's more "Avengers under jurisdiction" vs "Avengers without jurisdiction," and which would do more good. As one of the trailer seems to suggest, Tony is advocating "jurisdiction now, when we still have a say" vs "jurisdiction later, when we have no say," because he considers the latter to be inevitable, which is probably true. Or even risk getting completely outlawed later.
While I agree with Cap that theirs are the safest, or at least most well-intentioned, hands, the ownership of the conflicts is a legitimate question. As things have been, no government is going to clean up their mess, so are the damaged areas just left to their own devices? With jurisdiction, I assume some UN type of organization would step in and clean up.
The obvious argument is that the governing body would probably become corrupt, but that can go both ways. From an objective standpoint, the governing body isn't any more prone to corruption than the Avengers themselves. The Avengers (and us viewers) know otherwise, but that's only because they've been made to be that way. The people within the MCU itself don't have the benefit of that knowledge.
Both arguments have their points, which obviously makes for a compelling movie. Very excited to see the the two sides play out come Friday.
