It was in general, and predates the politics section by a few years. Rata was asking pet cat advice, the topic went to stopping a cat from doing things you don't want it to.
Someone made the suggestion of using a spraybottle filled with water, but due to loose phrasing and Rata's english fail/bizarre brain process, he took it to mean actually hitting the cat with a water bottle.
Now a solution to anything, like turning it off and on again.

One of my professors decided that we could turn in any late assignments from this semester without a penalty. I prioritized other classes a couple times and didn't get a couple done, so major win for me.
