Yeah Hydaelyn's blessing of light clearly shields the player character from being tempered. This was made clear by the first encounter with Ifrit. I would assume Diabolos and Siren are also primals, at least in a sense. I think they implied that Diabolos was summoned by the people of Amdapor and was the partial cause for their demise. He says something along the lines of being weak from his long slumber. It seems like Primals are capable of manifesting themselves albeit slowly. Siren seems to feed off the charmed sailors as well.

Diabolos wasn't summoned by the Amdapori. They specifically state he was summoned by their enemies iirc (E-Sumi-Yan or Raya-O-Senna has extra dialogue after clearing the Lost City)

Sirens aren't Primals, they might be a form of Beast Tribe though? Mimidoa and Mistbeard (I think?) encountered a shitton of them back in the day. And Limsa Lominsa led a purge against Sirenkind.

However even though King Moggle Mog wasnt a primal he was summoned in the same fashion so one can assume that if any specific being is summoned in a similar fashion they sort of become primals after a fashion. Im going with the theory that anything that is worshiped enough and a summoning ritual is preformed can be summoned akin to a primal. It doesnt mean they specifically are but it seems likely.
