CLG or TSM should both be trying to get meteos in my opinion, getting meteos would also open up a spot for an international ADC or top laner for TSM.
if hai can perform medicore in the jungle it will be a great move overall for c9 honestly, he can shot call again and is in a less mechanical demanding role

are you honestly telling me that Jungle wouldn't be one of your bottom two choices? In professional leagues, they can more accurately track where a jungler is, even without sight. They know where they'll be. They ward better. All of the tools that make jungle hugely influential in the non-professional scene are absent there. It's not that jungler's /can't/ be impactful-- but it's substantially more difficult and less consistently so than, say, a great midlaner or even a great top or support. Heck, a bunch of times, junglers are just roaming around with the top lane in professional.
Look at it this way: Meteos is still regarded as one of the premier jungler's in NA, and he just flat out cannot elevate C9 on his own. Bjerg, even when shotcalling wasn't his thing, instantly upgraded TSM. Huni instantly upgraded Fnatic. Hai fills in for Meteos, and his shot calling alone was able to make them look at least far more respectable than they have looked since week 1 vs. TSM. It just has a different place and different role. When Cinderhulk hadn't been debuffed and was King Item On The Hill, when it was still a tank meta, it was different, but the meta's shifted. Jungle's just not anywhere near the impact it used to be. Which is why, if you aren't going Graggy or Rek'Sai, who can still be very relevant, no one really prioritizes jungle in pick/ban.
