Considering a period is used as a break and a comma is a pause, it makes a hell of a lot more sense to do 100,000,000.12. You pause between each chunk of the integer value, then break before continuing on with the fractional value of the number. But hey the US is stupid, always do the opposite of what they do.

When people make these, do they not realize that the imperial system was designed for usability? A foot is about the length of a human foot. Miles come from the latin word for thousand and basically means 1000 paces and goes back to the roman days. A cup, is .. well a cup. An inch is a thumb length from the knuckle.
They're designed to be eyeballed or estimated without precision instruments. You'd be far more accurate trying to measure 15 inches as opposed to 38cm without any tools, for example. Conversions are irrelevant to their purpose.
