1 chocobo stable per house/FC. 30 houses per ward, 6 wards, 3 cities...so a maximum of 540 brooms needed per server. Not counting people who don't share them within the FC via bank or something. I dunno, that doesn't seem too bad.

Chocobo raising is looking to be a facebook game with that recipe bs. You can raise them slowly in shit-covered stables or fork over dough for brooms to make them go faster.
