S Rank scene on Balmung is pretty bad atm. Have got a few alliances going around keeping spawns to themselves and not broadcasting at all, making it pretty difficult to get any of them unless you're in that circle. Not liking the type of community that SE's bad foresight is breeding.

Yeah just confirming that it's closer to around 9? It spawns at 7 and lasts until 10. I gathered mine around 8 last time.

I had my friend fish up the Judgeray earlier today but S rank never spawned. It wasn't until 2-3 hrs later that he finally did spawn so maybe there is a quota necessary to be filled before it spawns?

You can break on any legendary sadly; even on fucking Silver Sovereigns for my retainer I broke several times despite being over 360. It doesn't seem to be worse than maybe 5%, but holy shit is it infuriating, especially on a HQ.
