It was some Elezen M guy.

Edit: Apparently it took 3 Judgerays; he was also at Zona Seeker and might have fished up the Glimmerscale that did the job, but there were other FSH there. /shrug

Wulgaru dead on Balmung. Had a ton of people gathered inside the "Wrench in the works" FATE and it spawned 20-30 minutes later. Not sure if there's a correlation there or not.
