If they did something like that, I hope it would be a bit more intelligent than that. More than once I've been in a party (or even solo) and unintentionally knocked out a B-rank on the way to something unrelated (usually E.LaNosc or S.Shroud for some reason). That mechanic would be annoying as hell in those situations; "Hey guys, I'm just going to let this beat on me for a minute or so until the regen wears off, 'cause we won't be able to do any appreciable damage until it's gone". Perhaps only trigger the regen if it starts taking more than X amount of DPS, but this is SE we're talking about, so I won't hold my breath.
Yeah, awesome fixes. Show up to Unkthi or w/e when he hit 50%... he was alive long enough for me to cast Scathe 3 times and earned me 2 seals. RADICAL.
Bs wouldn't need a lockout. Bs should just have an increased spawn rate or even 2 different Bs per zone. I still find it fun to stumble upon one at 7am before work and just solo it.
As and Ss the heavy regen/no damage period would work fine since nobody would risk leaving the area until they were dead.

Make them all have desperation attacks that go off at 1-5% and they have a long charge up time and they will not die until it goes off, in that period of time they're immune to silence, stun, pacification, and any other debuffs they may let players have access to like ninja getting paralyze and shit.
Every mark should pop with an undispellable Galvanize (so, 30 sec duration) with 50,000 or so HP.
You can tweak the duration a bit, but that would eliminate most of the griefing (presuming that seal rewards are not assigned with griefing in mind).
So you just wait 30s and it wears off by itself while everyone gathers, sounds like a good design but that falls under the "don't raise HP anymore because it's not working." category they mentioned.

It's not the same thing.
It's essentially a 30-second cooldown before you're allowed to start killing, but it allows early arrivers to start building credit in the meantime. After the 30 seconds are up and the Galvanize wears off, it has normal HP.
This allows more time for people to gather, without making the mobs unkillable if they spawn during times of low traffic.
Has anyone been able to successfully spawn the same S-Rank twice since Friday's maintenance?
Trying to determine what the actual respawn cooldown is on S-Ranks.
We tried to respawn Nandi, but to no avail.
Supposedly Nandi spawned an hour ago on Balmung, about 36 hours since the last death or so. I'm still mad that I missed Laidronette again .-.
I can confirm that it did. I came home for lunch and my wife was killing it. I just gave her a sad face since I had to go back to work.
I was excited to see what the fuck a 'Rhinoceros' was, as it's labeled on the website. Was so disappointed to see it was just the 2nd-boss cyclops-hog from Halatali. That's not a fucking Rhino, not that I can really offer a better descriptor for it.
