The alternative to taking something out with an air strike, which has basically zero risk to anyone on the striking side, is to take control of it using ground troops. Israel has a standing army and doesn't necessarily need to use air strikes to reduce every multi-story building to rubble. They are taking the path that is low risk to their soldiers and high risk to civilians despite being able to drive to most of these places in minutes.
Cowardice is actually the kindest possible rationale to attribute to them. More likely it's both of these:
1) if they start holding territory with the military/directly getting rid of Hamas then they slip towards a one state solution
2) they do the math and even if they expect 20 Palestinian civilians saved per Israeli soldier lost, they think the trade isn't worth it
It isn't like Israel can't completely take over Palestine militarily in days. It's that after they do so, they will literally and undeniably be an apartheid state unless they give Palestinians equal (voting) rights, which they won't do.
The very nature of an air strike is cowardly by that logic.
So firing rockets is cowardly, and using sick people as a human shield for the base of operations is also cowardly.
