i strongly doubt anything other than Israeli self-interest has forestalled the invasion. for whatever reason they've hitherto made the calculation not to escalate and simply to keep pounding Gaza into dust. perhaps to forestall Hezbollan/Iranian intervention, perhaps out of fear of casualties / hostages dying, perhaps because they believe they can trim the grass just fine with an air campaign.

Depends on the weapon. US Arms Sales are regulated and coordinated through the Dept of State for military exclusive things, but I imagine he's just sending shit that goes through arms export control act like basic handguns.
