In Dagestan absolutely, it's over 80% Muslim
the Caucuses region is majority Muslim (with Georgians and Armenians being the big exceptions) after being conquered by the Caliphates / living for centuries under Persian and Ottoman rule. Russian Empire only grabbed parts of it quite late in the 1800s, and most of the peoples there, Chechens, Dagestanis, Avars, etc, are Muslim. ain't Russian and ain't Orthodox + have had some serious issues with civil unrest and terrorism, make up about 10% of the total population.
Anti-Semitism in Russia is a feature, not a bug. Disrupting an airport is the only reason they likely even care
