I think the logic would be that the fentanyl particulates is a way to "get through" the iron dome, since the actual rockets themselves have been kinda useless against for awhile now.
Hamas would actually do that shit though, that idea makes me less skeptical of fentanyl rockets.
Also, inhaling fentanyl would probably work. Dermal contact is the route that fails. Idk how much would be aerosolized vs. burnt in a rocket explosion, but it strikes me as being more effective than the purely kinetic piece of artillery that rockets would be without a warhead.
