I mean, he is off record explicitly stating that his plan is to keep Hamas in power basically for narrow conservative Israeli political purposes. I'm not even sure it counted as an open secret. The big news from the article above is just that the NYT feels comfortable criticizing Netanyahu a 'lil now.
