Speculation: Thunderbolts to be introduced to fill the Avengers ranks

I like the Thunderbolts, but this is a bad idea. Most of them have the same power sets as the Avengers. Plus it would be throwing in a ton more characters into a movie with a ton of characters already. Stick with what they have and add Captain Marvel and maybe Spider-Woman.
Eh, you can't just have an entire team to throw at one villain all the time, it gets boring. I don't mind throwing in a bunch of villains if they can do it without rushing their collective motivation.
My biggest worry would be that there haven't really been any villains under the world-threatening thing referenced so far. Suddenly having a team of extras would feel forced and not at all like the way Marvel's done the slow burn so far on expanding the MCU.
I mentioned the possibility of the Thunderbolts somewhere, but they'd need more surviving villains. Right now they've only got Zemo, Batroc, and Abomination.
Originally, the SHIELD show wasn't supposed to have a focus on the Avengers level stuff, but the smaller things.
But with the Netfix series kicking ass on street level stuff, SHIELD really should be ramping up and providing a foundation for Phase 3.
Trouble is, it may be too late script wise.
