It's a dick move to do curls at the gym's only squat rack. Yeah you paid for a gym membership, good for you. It doesn't change the fact that what you can do and what you should do are two different things. I'm not going to yell at the dude, but it's annoying.
If a guy is doing situps in the decline bench, that's fine to me (and I see it fairly often). Standing curls in the squat rack is wholly unnecessary.
If you can't use your big boy/girl voice to talk to another person to figure out when they're going to be done maybe you should try interacting with people before going to a gym.
It makes 0 sense to hold people up, because you either can't pick up the bar from the floor to curl 65lbs or you can't use the empty benches to curl from. There are other places to curl, there are not other places to squat.

As much as "curling in a squat rack" is a sin, for some gyms it's the only option.

If you have a problem with a person using equipment, that they pay for, talk to them to figure out a solution. Do you watch people's entire workouts? What if he/she was in the squat rack already and decided to just curl there.

Unless your gym had a posted rule stating that it is a squat and and no curls are allowed in it, members can use what ever piece of equipment they want however they want.
Plus, why can't you pick up a bar off the floor and clean it and do front squats. Your "logic" works both ways
