That's crazy. I got a parking ticket last week and it had a disclaimer that a min of three photos documenting the violation were taken. If parking authorities can back up their shit, is it too much to ask for cop cars to get some google street view panoramic cameras that trigger when they flip their blue and reds?

Little late, but for those who haven't seen this yet
We do have AR-15's which require yearly certification to use. That along with some sniper rifles, Flash Bangs and Smoke grenades on top of the standard less than lethal weapons are probably the extent of it as we do have a fully fleshed out SRU (think SWAT) team that is on call 24/7. Actually, we require re-cert's on all weapons, including hand guns as part of continued training. We also do have an armored vehicle that I believe is for our EOD team, and another for SRU, though it doesn't have any mounted weapons or anything. As far as I know, 99% of it's use is at community events since kids think it's rad looking. I think the last time it was used in an active shooter situation was when we had four OPD cops gunned down about 5 years ago.
The funny thing is, even though i'm just a civilian, I still have to sign off on all the written directives sworn staff does, including Use of Force, detaining people, etc. If I'm in a tussel with an inmate, I either done fucked up, or a deputy done fucked up as the majority of them respect the civilian side enough to not fuck with us. I suspect it has to do with our ACA and CALEA accreditation's we maintain.

Again, it's the storage cost. Backing up pictures for 2 years is significantly cheaper than 2 years of video. And IT/Storage is always the first budget to get cut in any department. It's also possible that since that's for a parking ticket, the requirements of archiving the pictures are significantly lower then video.

You can thank an incident (I really want to say it was socal, my dad was telling me about this as he's a retired Lieutenant for the same agency I work for) and for the longest time, you just had your service weapon, and a rifle. I can't remember the specific's of the incident, but police responded to something and were thoroughly outgunned. Due to that incident there was a huge push to get law enforcement AR-15's or equivilants. I believe we have approximately 500ish sworn staff (been a while since I looked at the seniority list) and i'd say maybe a quarter of it is certified for the AR-15's. Definitely a lot more are Taser certified.
As to what they have, my guess is if they have a SWAT/SRU team, they probably have the same shit we have. Bunch of AR-15's, supply of Flash/Smoke grenades, and some less than lethal weapons such as rubber bullets, bean bags, etc.
But there is plenty of money for armored vehicles, AR-15s, riot gear, tear gas, specialized military-style training, SWAT team specialization, and many other unnecessary and over-the-top gear. It's just too much to expect that they would invest in a way to record what they are doing with all that gear and training.
