It's the same thing essentially. A local cop on a police site said half the voters who showed up to register turned out to be felons. Damn shame that they're probably not going to get any real resolution if the publicity dies.

It sounds like most people who are eligible to vote are already registered. With 12% turnout in one of the recent local elections, increasing turnout would be a big enough factor without needing to register new voters.

Sometimes in special circumstances, you can be exempt. Generally, if you've ever been convicted of a violent felony, the answer is no. Nonviolent offender status can get an exception through the government.
