I don't really understand why they need to wait until 9PM to announce the decision. Seems like a bad time to make it public compared to, say, in the morning when it's daytime.

Not to sound like an ass, but I wouldn't tell Brown's parents first either. For one, they can unintentionally be a huge instigator in the subsequent riot. This gives the police and National Guard time to prepare for (what I'm assuming) is a not-guilty. If it was guilty, then the Sunshine Law request for the sealed indictment would have been on the table, and Brown's family would have known hours ago.

I'm heading in to work now. This will be the first time I've had to put on a full accessory kit without walking in to a situation where people were actively trying to kill me. I'm so glad this whole thing is over.

As opposed to hearing it secondhand through the media? Yes.

And doesn't making this announcement in the evening create a more dangerous environment when it's easier for people looking for an excuse to cause trouble to blend in with the crowds of people who will be protesting the decision? Doesn't that make the police's job harder, not easier? The whole way this thing has been handled does not seem like they're aiming for safety, it feels like they're priming everyone for the apocalypse instead of actually trying to fix the underlying issues that have people upset.

Its not guilt/not, its just an indictment at this point
