Sorry, blackbanding is a communications blackout. It's in response to people (mostly dumb ass police officers) from violating OPSEC orders and giving up positions or tactics.

At least from a federal standpoint, the entire grand jury process was a complete sham. Supreme Court precedent is that there is zero obligation to present exculpatory evidence to a grand jury. It served the purpose McCulloch wanted (which was to deflect responsibility for not wanting to file charges).
