Helps that the NYPD is one of the richest police departments in the world that was regularly infused with funds from a billionaire mayor straight out of his own pocket. They have access to, and the ability to use one of the most sophisticated anti-aircraft weapon systems in the U.S. How many police agencies can do that?

Most non-metropolitan area police departments are rural. A "large" police department has about 100 officers if you ask any police analyst. Mine is in the heart of the nations capitol and only has about 3000 officers compared to the NYPD's 32,000.

This says the NYPD paid out about $152million in claims for FY 2012.

That's the number you want to look at. The other $88 million? Lost in the shuffle of property claims and other tort claims, which could be workers compensation claims for all we know.

Still, NYC as a whole paid out nearly $750 million in claims in 2012, with the vast majority of those settled out of court. And you know what? Michael Bloomberg laughed at that and just wrote a check for it. They definitely can afford to equip their department. Smaller departments without a rich mayor with operational budgets that barely cover base salary wouldn't. That's why you see the stories of agencies across the country folding in to larger county or state organizations that have bigger budgets. First thing that gets cut is Public Safety when they do budget negotiations.
