The top number is the difficulty you're going in with. The bottom number is the highest possible difficulty any of your party members have access to.
For example, if the party leader has raised the difficulty once, and party member #4 has raised it 4 times, the first number (the actual difficulty) would be 124, while the second would be 127, since party member #4 could bring you in at that difficulty if he was leader.
the bottom number is the highest difficulty level of a mob present in there, in this case its the boss NM, while first line of ilvl refers to trash mobs and normal NMs.
delve 2.0 has ilvl 129 too, but only the boss is ilvl 129 while the rest is somewhere inbetweein 119-129
Meh give me a break, the content has been out for less than a week and the message it displays upon entering is ambiguous. No way I would know since I'm not the party leader, i just attend and see the message say content difficulty you're about to undertake is 128, so eh. Did aan actual 126, highest level say 131, actually saw double drops from megaboss finally and got a ghostfyre cape with 10 enhancing, 8 enfeebling and 7% enhancing duration. I guess yeah i had been doing PUGs that were doing 123-124. I knew something was odd with drops/eva of mobs but even the pt leader was saying 128 in his shouts, so whatevz.
Also dps spreadsheet lists Tojil as lv130, are delve2 bosses really 128?
Now, we always were 123 and we saw bottom msg go from 123 to 127, first message is your group/entry ilvl, I'd guess the bottom message is the lvl the highest group got on the server

If you want to raise past 8, you're better off keeping it on.
Anyone tested whether you need the 6 KIs again if you lower difficulty, or if you're free to go between any you've unlocked?

Is the MEVA/MACC combo supposed to work on the dispel and encumbrance moves? I brought a better geo, and things like Saurian Swamp and Jungle Hoodoo get resisted 95% of the time, but Velkkan Pygmacheia and Saurian Slide work like normal. Is that expected? This is on a low difficulty (124 and 125).
I was implying 9+ isn't as important as having at least 8+ over no TH/TH3, I know how the trait works (and its kinda stupid they did it that way...). If your goal is TH, can get a good deal of upgrades just adding your TH Gear into SA/TA macros since those have a high chance of upgrading. But ya, always at least TH8 each mob.

The bottom line of text is 100% highest ilevel that's been attempted on server. It changed for people outside of our party the second I clicked on the Canvas once upgrading to 129(NPC's still asking for more KI at 129 @.@)
Yeah Asura highest is 130 atm I think
