but hullbreaker is where i saw the report of blinding in LS

which dungeon do you get? Maybe it has nothing to do with roulette, just specific dungeons.

It has nothing to do with roulette.

I ran these dungeons outside of roulette.

Hullbreaker - blinding
Stone Vigil - brilliant
Hullbreaker - blinding

Clearly indicating that Hullbreaker had the bonus. Just like primal/trial bonuses are not from roulette, neither are expert dungeons.

Confirmed:

Hullbreaker Isle: Blinding Light (multiple runs).

16 min run w/ random groups. Not bad. Good Myth, Mats and i80 for use.

Ran the other 2 expert dungeons since Hullbreaker stopped blinding, and nothing.

Probably can pick from the other lvl 50 dungeons too
