It is a bit surprising since it would give an excuse to get rid of some of the retarded relic steps, e.g books, in order to speed up the "catch up" process. As well as they even gave Ninja outdated Primal Focus weapon and Primal weapons prior to Shiva, so you'd assume they would continue the trend, but yeah it's not surprising in the grand scheme of things.
You'd be surprised at the amount of people I know that planned to save up/saved up relic items for one of the new jobs. That reddit thread alone has quite a couple people that did the same.
My biggest gripe with the Zodiac quest line is that they force you to grind old irrelevant content for no good reason.
After seeing what they've announced/the hypotheses for 3.0 progression, I'm worried that we won't see any changes from the current process. In fact, I wouldn't be surprised if they even made you go back and grind ARR content again, because that's fun. Right guys?
I'm sure the reason was so that there would always be people running old content so running old dungeons wasn't always filled with shit newbie players (insert comment here about relic/zodiac users still being shit players) and so newbie DPS queues weren't astronomic (they were probably still pretty bad). To make sure there's still people running ARR content for new players, I would not be at all surprised if there was a sprinkling of ARR content in the 3.0 questline.

On the contrary, it actually encourages experienced players to revisit lower level FATES and some older dungeons which newer players might need help with clearing or obtaining gear. It's a clever, albeit inconvenient way to buffer the pool of available players for Duty Finder besides the once-per day Roulettes. The FATE idea is good(Atma stage and Book stage) because as a new low level player trying to level, it's hard to solo most FATEs unless you're over the level cap for it.
I recognize those reasons which is why I highlighted good because I don't think that's justifiable enough. In theory it works well, but that's when you run into the high level players wanted to rush through dungeons on speed runs, and newbie players trying to go slow and learn. The two clash and then you see dozens of post on reddit and OF where people bitch about the "toxic" community. It's not a good solution.
As for FATEs, don't their difficultly adjust based on the number of participants from the previous clear? In that case, difficulty isn't too much of an issue, especially considering they don't force you to do Boss FATEs.
In theory, these are good ideas, in practice they don't usually work out that well. Reaching level 50 getting your relic, and then being relegated to running level-synced dungeons is akin to getting your drivers license and then being told you can only drive with your mom in the passengers seat and you cannot go above 30mph. Nobody wants that.
In small doses it would be acceptable, but there was too much of that crap.
