To answer the actual question, I'm not entirely sure but I wouldn't be surprised if it eventually happens. PS4 is compliant with DX11, but I imagine they'd need to play with it to make it run without framedrops.

The PS4 already can't maintain 60fps even when running through the empty parts of the cities with the current client. Wouldn't surprise me if they eventually add a 30fps-lock option that conveniently throws on the DX11 features while they're at it though.

Not sure what Sony's stance is on games with configurable graphical options otherwise.

It does support it, but you don't really want to use it, as it's to much of a high level API. Something like DirectX12 or Mantle is much much lower to the hardware itself.
