Your question assumes they ever had any exp values given to them in the first place. Going this route probably means they don't have to do shit.
...unless this includes the lv15~49 dungeons as well. I read it to mean just the lv50 dungeons.
It may extend to lower level stuff too, but the question is specifically regarding the current hard and expert dungeons... perhaps those monsters have no experience value assigned, and they'll just stay that way for the foreseeable future? All those dungeons require level 50 so we would never have known before.

I mean they have no choice to keep EXP for HW jobs in lower dungeons. if HW is reserved for lv 50 + and new jobs starts at 30, they want us to spam fates from 30-50?

What? No... you can still go and do old dungeons with the new jobs and get EXP until level 50. All this interview question says is that if you try to do the dungeons that are currently called hard/expert at level 50+ (any job, old or new), you won't get any EXP. It sounds like they are just not assigning experience values to the mobs in those dungeons, so I guess you could spam Aurum Vale to exp 50+ if you wanted to, but I'm sure there will be far more efficient ways to level up.
Wow, that's dumb and a massively missed opportunity. I mean if 50-60 is the same as 1-50 then who cares if you're getting adequate EXP for the equivalent of 1-50? Incentive to help other players doesn't take away the best means to level up (HW dungeons).
If this is true it's retarded, but that shouldn't surprise me.
My guess is they have two fears - first one is Brayflox HM insanity for weeks or possibly months following launch, second one is people having level 60 in a couple days without ever setting foot into Heavensward content.
Not saying either of them is justifiable, just trying to understand their motivation for that decision.

You get exp from killing mobs, not finishing dungeons, and exp gain is scaled to mob difficulty anyway so the exp you'd get from mobs in a "low-level" level 50 dungeon like Bray probably wouldn't even be a lot relative to the lvl 50-60 tnls.
Level 50 dungeons not giving exp just means no one is gonna do HL roulette for god knows how many months.
I get those worries (not specifically Brayflox HM), but even exp is justified by A) needing a lot and B) getting more elsewhere. As long as those two things are a factor there's no way people will ignore HW content unless shit is just that badly designed.
Hell, you could even cut EXP gained by 50+ by half, as long as you get something it isn't a massive waste of time.
Honestly I'm not even sure how they would handle experience for monsters in level 50 dungeons. For example, a level 50 monster in WP is significantly easier than a level 50 monster in, say, WP HM. Would they give the same exp? Does the monster have some kind of effective IL they could use to vary the exp it yields (I assume it does because I think this affects spiritbonding)?
Like, for this to make any sense at all, the scaling from level 49 to 51, with all of the item levels in between, should be such that if you kill a level 49 monster at level 51 you're getting basically no exp relative to your tnl.
Either they didn't plan forward and they have no way to differentiate mobs from different dungeons (even though I'm sure their stats are higher) aside from just levels, or they do and are just being paranoid about it. Could also be something hilarious like they couldn't make them give EXP even if they tried.
I dunno, everything seems arbitrary to me at this point. Even basic amounts of QA testing could tell you how fast you could level and from there you could cut/refine it.
Yep, sounds like Yoshi just wants people in the new dungeons, possibly because he's admitting people would MORE THAN LIKELY funnel back into the older content because the new ones are..say..akin to Lost City/Pharos Sirius/Copperbell Mines Hard - Stuff no one really wants to run unless they have to, given gimmics and so on. If the new ones have a different flow..when yoshi says it, it feels like "it's going to be a drawn out dungeon, so we don't want you doing Brayflox Hard Mode because it'd be more efficient."
On the flip side..it'll keep older content from being too clogged. There's a great chance the enemies have exp values tied to them but once you hit 50 (atm) you don't gain exp, so it's hard to really know as you can't go into them under 50.
Easy solution to this is to apply an EXP value to the roulette itself, say 5% of a level or whatever they deem 15 minutes of time to be worth. That will get people doing the roulette for the EXP rather than specific dungeons, and it still gets people in the dungeons to help others that need it.
