$169 if you want overnight shipping on your stuff. SE will let everyone download the expansion regardless of which version you get. You'll just need the confirmation code to unlock the content. They even give you the option when you put in your pre-order code which version you want to use it on. (example, can order PC collector's edition and use code for PS4 version). Not that I tested it, but the option was there.

Shit, $38 is the ballpark for overnight shipment here, with drop off depending on lower shipping options.

A friend of mine who imported the ARR CE said it was treated like an import (probably no Canadian distro outlet), hence the cost. Customs may or may not also hit you on import as well.
