It's what the developer makes of it. If the game is going to put a political idea front and center, it should contribute to whatever it is the game is trying to do to be fun. Take any of the Bioshock games. They're all heavily political, but the goal of this isn't to convince the player to adopt a new viewpoint, it's to explore that idea as a vehicle for creating a believable setting and in this case, it works and the game is better for its inclusion. Conversely, the new Borderlands isn't terrible because Anthony Burch jammed his politics in anywhere he could find room, it's terrible because the writing overall is cringeworthy meme references, the gameplay is stale, and the game runs like shit. And on the other end of how strongly incorporated a political idea can be, Civilization Beyond Earth has a political message, but you really have to dig for it and this is a good thing because it contributes relatively little to the atmosphere and nothing to the gameplay.
