JFC that episode was absolutely hilarious. I actually think that given the context it shoots right past other crime-show zingers such as "I'll make a GUI in visual basic to track the killer's IP address." I want to believe the writers legitimately wanted to satirize the current situation.

I've got to bet they went over the top intentionally to elicit this reaction exactly. GG folks aren't Law and Order's main demo, but this will have people talking. Look at the hash tag usage and imagine the spike they'll likely be bringing up in board rooms and stuff when discussing this. L&I is cashing in on the clickbait trends, which is ironic given the real-world connotations of the event they depicted.
