yah, from scratch. no mods or anything. no dalumud installer, I can log in and play.
I ended up using the save/restore option from the character select screen, but....I still wanna know where those files are being saved now

I don't have a definitive answer for you, but do be aware that Windows OneDrive can and will fuck with these config files if you don't disable it so you may want to check where OneDrive stores stuff. I've had it completely obliterate the config for FFXIV and Fallout 76 so I found that out the hard way.
