If you have past knowledge of how Triple Triads rules work, take your lowbie cards and get yourself godbert and bahamut from King douchebag III at the end of the room, if you're having a hard time with that you can always challenge the other people in the room for their 1* cards. It will give you a decent baseline to work with.

This. Also it'll get you a fair bit of MGP as you go about +70ish MGP on wins, and -13 on loss, and +10ish on draw, so it's not like it's unprofitable. I believe Kirby had the line of "Finally, got Godbert card." "...I have 10k MGP from just playing Elmer"

I made over 20k MGP fighting Elmer before Bahamut dropped >_>

Elmer and Chocobo Races are apparently your best bet for MGP, I haven't raced but I can def see the appeal of Elmer farming esp when Bahamut cards are like 500-600 MGP a pop

Is Elmer farming quicker than finding some regional reverse rule chump with a high payout? Because they are really stupid at reverse rules and also can't engineer their cards to be as weak as possible

Both the NPC's in Ul'dah had it when I was playing yesterday. Momodi and Wymond. It said it was a regional rule. Not sure how frequently it rotates or what zones it applies to though.

Regional Rules change at JP midnight but some NPCs have a predetermined set of Rules which ignore them

If you understand the Plus rules, then King DB 3 is the way to go. I found him much easier than some of the other jerks in there.

trade them for MGP, the NPC next to the tutorial person takes them.

Sell them for MGP to the Triad Card Trader (next to the Triad trainer)

30+ wins from King Elmer and not a single card given. Had some guy say in chat he got Bahamut after 450 wins. I don't think I like TT enough to play a single NPC over and over that many times for a decent card, and no doubt other high value cards are going to be equally long grinds.
