To be fair, if they did 2 hards per patch I think they might run out considering how few "original" dungeons were in 2.X's 50s.

So unless they also threw in HW Hards (which they might because what contrivance will make us go back to Snowcloak or KotL?), there's half of your 3.X dungeons. Nostradamus signing out.
They never did a hard mode for Toto-Rak, Cutter's Cry, or Aurum Vale, so there's always those... I can't think of any good reason for us to return to any of those locations though, since the lore reason is usually "We were trying to tidy this place up, but a new foe took over!", and as far as I know, none of the cities give much of a shit about any of those three locations. Then again, we didn't need much of a reason to go into CC/AV in the first place; "Hey, it's dangerous in there!" "Cool, I'll waltz in anyway."
For those 3 specifically, they didn't get a HM because they were already remade once going from 1.0 -> 2.0. Same with Darkhold. Not gonna fish for an exact quote but pretty sure I've heard that mentioned before when people were collectively freaking out over "oh no we're gonna get AV HM this patch."
Yep. They're doing only 2 dungeons in order to:
"Increase the variety of content offered per patch."
Since apparently that 3rd and sometimes 4th dungeon seemed to take up much needed development time.....
Lore wise there's no reason to even return to Pharos Sirius. "It's being rebuilt!" Alright cool, what does that have to do with the dragonsong war, any areas involved, ancient magic races that were part of the war of the magi and ishgard? They did say they developed the 2.1+ dungeons (that weren't in 1.0) with a hard mode later in mind..but it makes no sense to release the hard modes in 3.x when those dungeons are related to 2.x's storyline.
Return to Pharos kind of just looks like what they pulled with Brayflox HM and WP HM: beastman party too loud for the neighbors, deal with it. It's a non-sequitor but what else is new. I could easily buy a return to Lost City or Hullbreaker for any reason. Snowcloak and KotL just seem kind of out there though for reasons to return, unless they tie it into story.
Easiest solutions for Snowcloak and Keeper are a band of hold-out heretics and Garleans scavengers respectively. We know the Garleans have been trying to pick the Agrius clean for a while now, so that's not terribly outlandish-- the Snowcloak is a little more ridiculous.
Though I guess that'd be the first non-MSQ Garlean dungeon
We'll see how much is new with pharos. Considering we're going underground to fight kobolds.

If they don't move Alwaysreap and Continiuum out of ex roulette at least there will be some variance. I do like the reskins for the dungeon drops so I guess I'll do it for a set or two since I'm already at 2k eso anyway.
They should really just take a page from WoW and make the high-level roulette relevant for rewards. Dito trials, maybe even guildhests and fuck, while they're at it make low-level roulette worthwhile for 60s as well. Variety would be much less of a problem then.
Truly random complaint: My Elezen female sidesaddles many mounts, including a bloody dragon that comes with a seat pre-installed. Except the Broom. What's stopping her from side-saddling the broom too? The hunched over riding animation looks terrible, like you're holding on for your life, afraid you're going to fall off.
It's a complaint that's popping up for even midlander hume females. I was thinking that my character would be side saddling the broom as well.

Also Dzmael Darkhold, which has this blocked off tunnel after the last boss...as far as lore goes they can get away with having some random adventurer come up and say they broke open the barrier but it was too much for them to handle, could we go check it out, etc. Quest reasoning has often been very shaky, they could say someone already down there needs some stew and it'd be in line with the reasons we get asked to do stuff.

Didn't it take them a couple patch cycles to even split high level into high level + expert? I assume we'll get a similar treatment here until gear power creep becomes a thing again.
