I can see budget cuts due to it not doing so well but they seem to be implying CW can't handle the budget and The Flash certainly has as much if not more special effects...

Special effect work in The Flash is all things considered pretty amateur. They do a great job considering the budget they're working with, but most of the CGI is barely passable.
