but for what it's worth the oliphant Congress has increased NASA's budget for three years in a row now and even Trump's ideal cut-happy budget left the agency unscathed. his directive provides focus but it has been Ryan and McConnell, with broad bipartisan support, throwing the dollars at the space peoples to do the Kerbal thing. administration-wise Pence is clearly the driving force behind this, whatever else he is the man is a passionate space exploration advocate and he pushed for reconstituting a National Space Council that had been disbanded since 1993, and whose recommendations formed the basis of Trump's directive.
