There are way more reliable ways than that. Plenty of software out there designed to test servers in poor network conditions that you can use to simulate a poor connection. Custom router firmware helps too.
PS4 players can do this to players as well via custom router firmware + entering the PS menu, so nobody is safe for now.
It doesn't seem particularly common online at the moment (2/75 matches for me have had rollbacks), but presumably it will get worse as people figure out how easy it is.

I'm not the only one. Plenty of streamers have the same results. Make sure you're setting "Fight Request" to "Ask" so you can check the opponent's connection quality first.
Additionally, make sure you're forwarding 5000,7777-7778,15000. For some stupid reason the game doesn't support UPnP.
It's annoying to have to configure things explicitly to make the game work, but once you do, it works surprisingly well.
I already uninstalled this steaming piece of shit, and it's also worth noting that I'm not retarded and probably don't need advice on port forwarding or setting Ask.
To help spread awareness so no one else buys this game unless Capcom actually fixes it.

Being an older player shouldn't even be a part of it, the overall quality of the game should be inexcusable to anyone.
Shame too cuz the actual core gameplay is pretty fun. Even basic UI shit like looking up your own replays seems to have taken a few steps back from SFIV. Everything seems arbitrarily convoluted just for the sake of prettiness.

I don't deny that there are some pretty major issues with the online functionality right now, but it should be kept in perspective. The game seems like a major step forward gameplay-wise, and a lot of major players are pretty happy with that. It is unlikely that the online issues will remain a problem for long, given how much at Capcom rides on this game.
The major players have to be happy with it no matter what. Their livelyhood depends on it.

yeah, i mean i think the core game is a lot of fun and shows a lot of promise, but it's wrapped in a horribly incomplete package. this was nowhere close to ready for release and it's glaringly obvious. i'm completely fine with a barebones release at the start, but for the love of god, at least make sure what's there actually works properly before asking people to shell out $60 for it.
How's that? The game plays much slower (crazy hit/block stun, recovery on footsie normals), and the useful options you have in a given situation are fewer. I don't think the game is necessarily bad, but I don't see how it's a step forward towards anything besides streamlined casual/online play.
On all the online issues, I seriously don't understand why so many AAA devs refuse to contract people that actually know what they're doing. I can't imagine it's a money issue, since it seems like every indie fighting game that comes out uses GGPO and has functional online infrastructure.
The game is basically ready for release at an Arcade level, where all that matters is that 2 people can play against each other locally. Aside from the online issues which I expected since it's rare for an online game to be buttery smooth the week of release, it's plagued with some cumbersome menu surfing and it could use some quality of life additions. Allowing players to buy costumes, characters, etc. just by playing the game sort of backfires as well since now we have more loading required to Capcom's servers to ensure people don't game the system (too much).
I enjoy the game but I'm also mostly playing locally with a friend atm until the online unfucks itself.
My biggest complaint is still the goddamn load screens. It just completely kills my desire to keep playing.
Well, back to Street Fighter IV then.
