I'd be surprised Chun is middle-of-the-road, but she likely attracts a large amount of scrubs, same reason Ken is sitting at the bottom.
Poor Gief, he's not even a scrub killer anymore.
I'm playing Chun and I like blocking a lot so maybe my perspective is skewed but Bison is seriously not that bad. He's a bit obnoxious but he has maybe 2 or 3 real frame traps without using meter and tick throws off anything but jump ins are nearly nonexistant. It can be hard to find the spot to press a button when he's on top of you but you don't really risk anything if you just block.
Dash is reactable, no way to change his jump arc, headstomp and DR are super linear, has like 2 buttons to play footsies with and a nearly nonexistant whiff punish game...
His meaty/throw mixup is stupid strong if you're cornered but other than that I dunno.
His V Skill and V Trigger are both honestly pretty fucking good, but he really does kinda suck in release. He was actually pretty solid in the final betas, but lost too much stuff between then and release like being able to combo into V Trigger from a st/cr MP, which is now only possible on counter hit.
lol Calli you got a little bit better. That very last round I stopped playing from laughter when my anti-air got stuffed clean (saw the jump from 4 miles away), LOLOL.
Bison Vskill is like the other parry/catch Vskills in that I don't think anyone's using it well at all yet and it's probably the thing that'll bring his neutral game together. Hard to say this early.
Vtrigger seems like it kinda just lets him go a little more nuts but doesn't actually improve his offense much beyond silly dash crossup stuff. As soon as I realized DR is just always crossup in Vtrigger it got a lot less scary.
No one has even mentioned how fucking amazing Bison's super is...lol
Bison and Sim are at the top of that list because they are fucking good. Historically, those 2 characters don't attract many players. This means the people actually playing them are doing very well. On the other end of the spectrum, every single first-time player in the World will pick Ryu/Ken to start and lose. They are probably mid-uppermid.

I honestly feel okay in neutral in this game, my entire problem has just been not getting the moves that I need to come out when I need them so I've felt like it doesn't matter how I play neutral if I'm going to drop the game-winning combo or punish, lol
also yes I play the character so this is probably partially an OS but in all seriousness I think the only bad VSkill in the game is Mika's lol
This is very true. While the range is shitty, it's a fucking 360 orb that stuffs any kind of jump anywhere near his vicinity, and can be comboed off of basically everything. Shit it can even be used in the air after connecting with a devil's reverse.
Only real problem with it is his ex moves are really good so you can't aways use it. Ex Fireball for frame traps and setups, EX scissors for a big damage boost on combo enders or getting in free (since it's plus on block), EX Inferno to stuff crossovers.
My biggest problem with Bison super is how long it takes him to touch the ground after blocking it, so it's hard to properly punish it
That fucks with alot of people even 2 weeks after release.
The one where she helicopters you around and the one where she does the cartwheel over your head are both command grabs, same startup as regular grabs. That one has further range than the other one, EX versions only add range, not armor/speed/throw invuln. EX punches (the helicopter one) reaches pretty far.
When in doubt vs Mika mashing jab is probably better than holding up, she's rarely at frame advantage but if s.mp catches you out of prejump and she links f+mp you're in deep shit

And for the record:
I think people's views of tiers is a bit too skewed in this game. Everyone is playable/tournament viable. I think the real power struggle will be between players and their various mental blocks / play styles.
Perfect example would be Gief being considered low tier. He may very well end up bottom but I don't think that will prevent someone like Snakeyez from winning a major.
The tier list for this game is a lot flatter than people think, even if some characters may seem better than others, shit will get figured out in time
