This is what the blog post stated:

RAGE QUIT SYSTEM

We’re also happy to announce that we will be implementing a system to punish players who frequently disconnect during matches (aka rage quitters).

The way this will work is the system will identify players who have high disconnect rates during matches and will lock them out of matchmaking for a period of time. Players who have been identified as abusing the system will receive an in-game message notifying them they have been locked out of matchmaking. More additions and enhancements to this system will be implemented in the future.

Edit: Actually, nvm, in Halo5 you lose rank + get timed out.

Unless there's some fundamental flaw with how their servers work (which is likely all things considered) I don't see how it's so difficult to implement a proper penalty.

Server finds a match and connects people, and then the users report back to the server at completion of the match. If only one person is reporting back with a disconnect (since the person ragequitting will be disconnected from the server) query the initial matchmaking request and reward win/loss appropriately.

If I had to guess the current system isn't storing (even if only for 5 or so minutes) the initial process of matching up players, and is only registering the results.

The results should be all that matters. Variables:

A: Win/Loss
B: My Rank
C: Opponent's Rank

I don't think anything else determine's how many points you win or lose, but then again, I don't play it lol.

The fact that they can't implement a proper system implies a flaw in how the system works.

To what you're saying though, a disconnect isn't registered as a win or loss, it's just a blank result.
