First of all, I never said 3s has no footsies. I said it has dishonest footsies, AT BEST. You can never really tell when top players are actually actively playing footsies. One moment it seems legit, then it's immediately followed by a random action that wouldn't make sense in any other fighting game.
Chun is top tier because she has too many ways to completely shut down rhythmic based nature of 3s.
This means you cannot approach Chun Li with the same mentality as you would every other character in the game. You cannot come at her with the mindset that if you can predict her, you can parry her and get in on her and play the game like you would vs all the other characters: in your face phonebooth offense.
This means Chun is a defensive monster. She is a defensive monster in a game that rewards/forces all the other characters to play offensive/rushdown. In short, Chun shuts down the very nature 3s is played. You cannot approach Chun with the mentality that you can rush in and just parry her shit and rush her down. Due to her defensive options, she is incredibly hard to parry/approach with this mentality.
b.Fierce cancel-able into lightning legs, option select parry into cl.RH cancel-able into super jump or lightning legs, AIR THROW, cr.MK > SA2, all make her super annoying to approach/rush down.
Offensively, she may not be as strong as the other characters, but she has the great equalizer in her stupidly overpowered kara throw. Her defensive option allows her to dictate and slow down the pace of the match. This is why 99% of Chun matches looks like Chun bullying her opponents to the corner. The way Ohnuki plays Chun perfectly describes her playstyle: she's a walking wall. The moment Chun gets her SA2, she becomes a different beasts because it allows her to constantly make her opponents flinch with the threat of kara throw/cr.mk into SA2 50/50. Her great walk speed also helps in this situation.
This is why she's top tier. Not because it's her overwhelming footsies ability LOL. That is inane. No characters have ever been SSS+++ tiers in any Street Fighters strictly due to their superior footsies in any SF history, and for you to suggest that one time it is the case, just so happens in a game that discourages footsies, is laughably misguided.
It's also funny you bring up Chun, but conveniently ignore Yun. Yun, the one character Chun loses to, and is also the culmination of everything wrong with 3s LOL. A character whose gameplay has no need for footsies, is entirely revolved around building his short ass bar to activate the single most overpowered SA in the game, is a bad match up for Chun? You don't say!
Until Kuroda, MOV, Rikimaru, K.O., RX, Deshiken, Hayao, Match, Kokujin, and the rest of the 3s gods do something in SF4 or SF5, I will continue to hold the opinion that 3s has the shallowest talent pool of any fighting game out there.
Even on the US side, it is the exact same case! Who were the exclusive 3s players that were regarded gods/top tier? Pyrolee, 5 Star, Hsien Chang, KoFiend, are names that I can remember from back in the day. Pyrolee was considered undisputed best US 3s player. Where are all these guys? What have they done in other fighters? Where are their names in SF4? With the exception of Hsien Chang, none of the other guys have done anything of note in any other fighters or SF4.
I can't help notice a pattern with these 3s gods/top players. With the way 3s fanboys constantly proclaim 3s as the most skilled SF ever, you would think these skills would have major carryover to other SF/SF4 games, but I don't see their names anywhere.
The skill sets simply do not carry over. 3s may as well be classified as an anime game, since it's so different from traditional SF/fighters.
