If it is what I think then its using Beta 2 build with characters from B3 swapped into it. From what I've read the animations can be kind of funny because of it.

Their goal is to sell this game to JP players which is going to be difficult with a smaller PS4 install base and no Arcade version. I don't think they are concerned about NA sales at the moment
