    Sure, shit happens off screen, with the main enemy using earrings, and there being 2 extra pairs of earrings in Gowasu and Kaioshin, I mean there was 0% chance of a Gogeta (especially when you compound it w/ Gogeta not being a canon character)

    Actually only once, a long time ago. I don't remember if it can't happen or it just gets really jacked up.

    Edit: And according to some very quick googling right after I said that, it seems Toriyama has said there aren't really any hard restrictions on who can fuse (or even how many can fuse at once).

    The only thing we know about fusion is that you have to match the power level of the person that you're fusing with and do the dance proper(fat Gotenks, Gogeta)

    except, this isnt a dance fusion. as previously stated, vegeta doesn't know the fusion dance. also, see above earrings in both pics; potara for dat ass
