Translation error. 17 and 18 were always humans. They're not androids. They're cyborgs. Gero kidnapped them and modified them with machine parts, but they were always human. This is why 17 was wished back, but 16 stayed dead (as he was pure machine/not an alive being)

Edit: yeah just watched that episode subbed and it's more like "Can you turn artificial humans 17 and 18 back into the original humans they used to be"
