Goku holding back wasn't even originally part of the story. It was written in later. SSJ3 wasn't even designed yet at the time the Goku vs Vegeta fight took place. In terms of Toriyama's writing to that point, they were actually even. Then when he came up with ssj3, he obviously had to then say that Goku was holding back.

What good is being trained by multiple people when it doesn't translate to anything? Gohan being trained any P iccolo was only ever able to kill fodder at best. He was always a saga or villain behind in power. Being trained by Goku he went from ginyu level to surpassing Goku.
