Well as far as we know there is only one god of destruction. So all the kais create and he's the one that destroys. So he may be linked to them all rather than a single one (aka one got away from Buu, but if he killed the last one he may have killed Beerus along w/ him)

Even if Buu had killed them all, Old Kai was technically still alive at the time. Beerus sealed Old Kai and was around long before those Kai's got their shit pushed in by Buu so even if he was linked to a single person it wouldn't have been them. Beerus did tell Whis to protect Supreme Kai, although Supreme Kai came long after Old Kai. So I would guess that all Kai's have to die.
